Citizen Budget (citizenbudget.com) is a web-based budget consultation app. It is a powerful tool to involve residents in decision-making processes and to demonstrate a municipality's commitment to citizen engagement. Citizen Budget has been used by 15 municipal bodis, from Edmonton, AB to Mankato, MN. This tool is both a powerful pedagogical tool that helps citizens understands how a budget works, and a consultation app to provide insightful feedback to city managers. I think it is a mistake to encourage the development of proprietary, non-freely licensed software, specially under "Software as a Service" (SaaS) models. Validating this type of use, specially in a public adminstration context, establishes a precedent of dependency on software, and network services that are not under the direct control of the citizen they are supposed to serve. I wish the licence was clearly stated and the possibility to re-contribute enhancements/fixes as well as running the software on your own software would be clearly stated on the site.
