GeoReporter Open311 Toolkit
The City of Bloomington Information & Technology Services (ITS) Department has developed a suite of lightweight digital tools called the GeoReporter Open311 Toolkit, based on the Open311 GeoReport v2 standard. Open311 is an open technical standard for creating and displaying 311 service requests through digital means (e.g. web and mobile electronic devices). The Toolkit provides governments with an effective citizen service request management system and provides residents with web and mobile tools for citizen reports such as graffiti, potholes, and more. These GeoReporter tools are open source, free, and available to any organization wishing to provide Open311-based services.
Bloomington’s development efforts have been bolstered by local and international code contributions, including two years in the Google Summer of Code program, which has funded 6 student developers. Bloomington is the first city government to be selected to participate in the Google Summer of Code program.
The City of Bloomington’s GeoReporter Open311 Toolkit consists of the following tools:
• uReport - an Open311 GeoReport v2 server featuring a lightweight CRM (constituent relationship management) system. uReport publishes an Open311 API (application programming interface) which allows the uReport server to talk to devices that speak Open311.
• GeoReporter - a native mobile app for submitting Open311 citizen requests into uReport.
• Open311 Proxy – a web application that presents Open311 reports as interactive web forms.
The GeoReporter Open311 Toolkit is in production use in Bloomington, IN, Columbus, IN, and Peoria, IL, with adoption by other cities and counties forthcoming. In addition, Open311 reports can be submitted to other Open311 cities including Bonn, Boston, Chicago, and Helsinki through the GeoReporter App. Bloomington is happy to add additional cities adopting Open311 to GeoReporter.
