William Lutz currently serves as the Development Program Manager of the City of Piqua (Ohio). Under his leadership the City's has developed one of the best government academies, winning the 2013 Ohio City Management Association award for Citizen Participation. Earlier this year, Mr. Lutz was named one of the 40 top young professional under age 40 by the Dayton Business Journal.

Mr. Lutz is also very active in the community. He currently serves as President of Mainstreet Piqua, Inc. the local downtown development non-profit corporation and also is serving a two year term on the Troy (OH) City Schools Board of Education. By trade he is a grant writer and has had over 40 proposals funded, bringing in over $12 million in revenue for the community.
Bill has done an outstanding job of implementing CitizenNet, a citizen collaboration effort involving numerous programs to encourage citizen engagement and involvement, making Piqua a national leader in this area.
